Request for Quotation (RFQ)




The IPTO needed an organization to build and develop the network, so an RFQ was sent to 140 potential bidders. Though most viewed the proposition as impossible, Frank Heart at BBN considered it feasible. He responded with a first-rate proposal, and BBN was selected.

Thanks to BBN, the ideas behind the ARPANET were implemented. Had BBN not responded, progress would have been delayed significantly.
